I rise tonight to speak on behalf of all dairy farmers across Australia, but dairy farmers in south-west Victoria in particular. I call on the Gillard government to understand their plight and to act to try to help dairy farmers in this difficult time they are going through.
Mr TEHAN (Wannon) (12:30): I rise today to give my whole hearted support to the National Disability Insurance Scheme Bill 2012. It is an important bill. It shows that, as a country, we can be compassionate and fair, and we can look after those who are less fortunate?who, due to circumstances out of their control, have had things happen to them that mean that they will need assistance and help throughout their lives. As a society, we can recognise that and do what needs to be done.
I rise to speak about recent natural disasters, because over the summer I have had three natural disasters occur in the electorate of Wannon: three significant and major bushfires.
I rise today to place on the record an incident which occurred a week ago, which was a fire in the Warrnambool exchange. The impact that that fire has had on south-west Victoria has been considerable and significant?66,000 landlines went down, all the Telstra mobile telecommunications went down, and all the broadband and ADSL went down.

As is the case with the government's approach to many other policy areas, the government's approach to putting a price on carbon, or implementing a carbon tax, is now in a shambles. It is about time that the Prime Minister came into this House and declared once and for all that this carbon tax experiment has failed, and she should remove it from the statute books. Why? Because the carbon tax is some 100 days old and yet already we have seen eight changes made to it. As a piece of legislation it is a mockery. It is a shame that this government is still standing by the legislation, given that in 100 days it has had to make eight significant changes to it.

The member for Blair was spinning so much?spinning, spinning, spinning?that I thought he was, sadly, going to fall over with dizziness there for a moment. But I can understand why he is spinning: because he knows that what this government is doing is not right. He knows that what this government is doing is going to leave the most vulnerable without access to dental services for 15 months for children and for 21 months for adults.
I commend the member for Longman for his excellent speech on the Australian Charities and Not-for-profits Commission Bill 2012 and the Australian Charities and Not-for-profits Commission (Consequential and Transitional) Bill 2012. What do we have before us? We have more Gillard government incompetence. Only this government could set up a commission to reduce red tape that will actually create it. Its incompetence knows no bounds.
I rise tonight to congratulate all those people who were involved in helping Landsborough, a town, a community in my electorate, celebrate their 150th birthday on the weekend.
